Hyperbole, perhaps, but only a little.<br \/>A former product manager at <a class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2021\/10\/08\/podcasts\/facebook-regulation.html\" title=\"\">Facebook<\/a>, Frances Haugen, captivated U.S. senators <a class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2021\/10\/05\/technology\/facebook-whistle-blower-hearing.html\" title=\"\">at a hearing on Tuesday<\/a> with a nuanced diagnosis that the company needs to be saved from itself \u2014 for the good of all of us.<br \/>What felt different than <a class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2021\/10\/08\/podcasts\/facebook-regulation.html\" title=\"\">Facebook<\/a>\u2019s 4 million previous scandals and congressional scoldings was Haugen\u2019s focus on what she sees as the company\u2019s foundational flaws of technical designs and corporate organization, and the messy but sophisticated discussions happening outside <a class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2021\/10\/08\/podcasts\/facebook-regulation.html\" title=\"\">Facebook<\/a> to improve the company.<br \/>Haugen said that Facebook stretched itself too thin to effectively confront harms like <a class=\"css-1g7m0tk\" href=\"https:\/\/www.wsj.com\/articles\/facebook-drug-cartels-human-traffickers-response-is-weak-documents-11631812953?mod=article_inline\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">ethnic violence and human trafficking<\/a> that had been tied to activity on its apps. She dissected the ways that Facebook\u2019s fixation on getting us to spend more time online aggravated our worst impulses. And she hammered the message that the public shouldn\u2019t be kept in the dark about what Facebook knew about its influence on us and our world.<br \/>The picture that emerged from recent <a class=\"css-1g7m0tk\" href=\"https:\/\/www.wsj.com\/articles\/the-facebook-files-11631713039\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Wall Street Journal reporting<\/a> and Haugen\u2019s <a class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2021\/10\/03\/technology\/whistle-blower-facebook-frances-haugen.html\" title=\"\">media interviews<\/a> was not of Facebook as a cartoonish James Bond villain. It was of a company that can\u2019t control the machines that it built, but refuses to accept that reality.<br \/>\u201cFacebook is stuck in a feedback loop that they can\u2019t get out of,\u201d Haugen told senators.<br \/>Some of what <a class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2021\/10\/26\/technology\/facebook-sec-complaints.htmlhttps:\/\/www.nytimes.com\/2021\/10\/26\/technology\/facebook-sec-complaints.html\" title=\"\">Haugen and Facebook<\/a> critics have said about the company is probably overstated. And a lot of what Haugen said wasn\u2019t new. But she is a laser-focused messenger at a time when people in power are ready to stop bickering and ask: What now? What should be done to maximize the good of Facebook and minimize the harm?<br \/>There are no magic fixes, but Haugen and many others have offered sound suggestions on what to try.<br \/>The most compelling idea from Haugen was that \u201c<a class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2021\/10\/05\/technology\/engagement-ranking-boost-msi-facebook.html\" title=\"\">engagement-based ranking<\/a>\u201d is an original sin of Facebook, YouTube, TikTok, Pinterest and other popular apps. When computers prioritize what we see online based on what is likely to captivate us and keep us around longer, they tend to fan the most salacious or extreme views, and subtly nudge people to post more of the same.<br \/>Haugen suggested, essentially, turning off the computer algorithms and making more of the internet gravitate toward designs like those of iMessage or past versions of Facebook and Instagram that showed posts in chronological order.<br \/>Kate Klonick, who has researched policies on online expression at internet companies,<a class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2021\/10\/01\/opinion\/facebook-files-content-moderation-zuckerberg.html\" title=\"\"> wrote<\/a> in The New York Times that Facebook could redesign its websites to optimize holistic measures of the good things that it offers. Rather than focusing on metrics such as which posts are likely to get a ton of shares or likes, it could look at what is likely to lead you to attend a protest or give to a charitable cause.<br \/>Haugen and <a class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2021\/10\/06\/opinion\/facebook-whistleblower-section-230.html\" title=\"\">others<\/a> have recommended changing U.S. law to hold <a class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2021\/10\/09\/technology\/facebook-big-tobacco-regulation.html\" title=\"\">Facebook<\/a> responsible for real-world harms, including<a class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2021\/03\/24\/technology\/section-230-hearing-facebook.html\" title=\"\"> terrorist acts<\/a>, resulting from posts that the company\u2019s computer systems distributed to people\u2019s feeds.<br \/>In<a class=\"css-1g7m0tk\" href=\"https:\/\/www.wsj.com\/podcasts\/the-journal\/the-facebook-files-part-6-the-whistleblower\/b311b3d8-b50a-425f-9eb7-12a9c4278acd?mod=series_facebookfiles\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\"> a recent interview<\/a>, Haugen also mentioned the idea of public representatives to oversee Facebook from the inside, similar to Federal Reserve examiners for large banks. She also backed the idea of <a class=\"css-1g7m0tk\" href=\"https:\/\/www.washingtonpost.com\/outlook\/2021\/10\/05\/facebook-research-data-haugen-congress-regulation\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">regulations to force Facebook to work with researchers<\/a> who want to study the company\u2019s effects on users.<br \/>And Haugen suggested that many of Facebook\u2019s worst moments, including its social network being used to fan ethnic violence, may be the result of having too few people to manage its ambitions. Should Facebook be forced to do less, like quitting countries unless the <a class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2021\/09\/21\/technology\/facebook-around-the-world.html\" title=\"\">company devotes more resources to them and establishes cultural competence<\/a>?<br \/>There are plenty of reasons to feel pessimistic. Facebook essentially <a class=\"css-1g7m0tk\" href=\"https:\/\/twitter.com\/andymstone\/status\/1445445524350513155\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">told<\/a> Congress \u2014 \u201cYOU tell us what to do.\u201d Yet, U.S. lawmakers and regulators have done little to tell Facebook how to better govern apps used by billions of humans.<br \/><strong>A tech giant in trouble.<!-- --> <\/strong><span>The leak of internal documents by a former Facebook employee has provided <a href=\"https:\/\/www.nytimes.com\/2021\/10\/04\/technology\/facebook-files.html?action=click&#038;pgtype=Article&#038;state=default&#038;module=styln-facebook-meta&#038;variant=show&#038;region=MAIN_CONTENT_3&#038;block=storyline_levelup_swipe_recirc\">an intimate look<\/a>\u00a0at the operations of the secretive social media company and renewed calls for better regulations of the company\u2019s wide reach into the lives of its users.<\/span><br \/><strong>How it began.<!-- --> <\/strong><span>In September, The Wall Street Journal published The Facebook Files, <a href=\"https:\/\/www.nytimes.com\/2021\/09\/17\/business\/dealbook\/facebook-files-whistleblower.html?action=click&#038;pgtype=Article&#038;state=default&#038;module=styln-facebook-meta&#038;variant=show&#038;region=MAIN_CONTENT_3&#038;block=storyline_levelup_swipe_recirc\">a series of reports based on leaked documents<\/a>. The series exposed evidence that Facebook, which on Oct. 28 assumed the corporate name of Meta, knew Instagram, one of its products <a href=\"https:\/\/www.nytimes.com\/2021\/10\/01\/technology\/facebook-instagram-teenagers.html?action=click&#038;pgtype=Article&#038;state=default&#038;module=styln-facebook-meta&#038;variant=show&#038;region=MAIN_CONTENT_3&#038;block=storyline_levelup_swipe_recirc\">was worsening body-image issues among teenagers<\/a>.<\/span><br \/><strong>The whistle-blower.<!-- --> <\/strong><span>During an interview with \u201c60 Minutes\u201d that aired Oct. 3, <a href=\"https:\/\/www.nytimes.com\/2021\/10\/03\/technology\/whistle-blower-facebook-frances-haugen.html?action=click&#038;pgtype=Article&#038;state=default&#038;module=styln-facebook-meta&#038;variant=show&#038;region=MAIN_CONTENT_3&#038;block=storyline_levelup_swipe_recirc\">Frances Haugen, a Facebook product manager <\/a>who left the company in May, revealed that she was responsible for the leak of those internal documents.<\/span><br \/><strong>Ms. Haugen\u2019s testimony in Congress.<!-- --> <\/strong><span>On Oct. 5, Ms. Haugen <a href=\"https:\/\/www.nytimes.com\/2021\/10\/05\/technology\/what-happened-at-facebook-whistleblower-hearing.html?action=click&#038;pgtype=Article&#038;state=default&#038;module=styln-facebook-meta&#038;variant=show&#038;region=MAIN_CONTENT_3&#038;block=storyline_levelup_swipe_recirc\">testified before a Senate subcommittee<\/a>, saying that Facebook was willing to use hateful and <a href=\"https:\/\/www.nytimes.com\/2021\/10\/05\/technology\/haugen-facebook.html?action=click&#038;pgtype=Article&#038;state=default&#038;module=styln-facebook-meta&#038;variant=show&#038;region=MAIN_CONTENT_3&#038;block=storyline_levelup_swipe_recirc\">harmful content<\/a>\u00a0on its site to keep users coming back. Facebook executives, including Mark Zuckerberg, called her accusations untrue.<\/span><br \/><strong>The Facebook Papers.<!-- --> <\/strong><span>Ms. Haugen also filed a complaint with the Securities and Exchange Commission and provided the documents to Congress in redacted form. A congressional staff member then supplied the documents, known as the <a href=\"https:\/\/www.nytimes.com\/2021\/10\/25\/business\/facebook-papers-takeaways.html?action=click&#038;pgtype=Article&#038;state=default&#038;module=styln-facebook-meta&#038;variant=show&#038;region=MAIN_CONTENT_3&#038;block=storyline_levelup_swipe_recirc\">Facebook Papers<\/a>, to several news organizations, including The New York Times.<\/span><br \/><strong>New revelations.<!-- --> <\/strong><span>Documents from the Facebook Papers show the degree to which <a href=\"https:\/\/www.nytimes.com\/2021\/10\/22\/technology\/facebook-election-misinformation.html?action=click&#038;pgtype=Article&#038;state=default&#038;module=styln-facebook-meta&#038;variant=show&#038;region=MAIN_CONTENT_3&#038;block=storyline_levelup_swipe_recirc\">Facebook knew of extremist groups on its site<\/a>\u00a0trying to polarize American voters before the election. They also reveal that internal researchers had repeatedly determined how <a href=\"https:\/\/www.nytimes.com\/2021\/10\/25\/technology\/facebook-like-share-buttons.html?action=click&#038;action=click&#038;pgtype=Article&#038;state=default&#038;module=styln-facebook-meta&#038;variant=show&#038;region=MAIN_CONTENT_3&#038;block=storyline_levelup_swipe_recirc&#038;module=RelatedLinks&#038;pgtype=Article\">Facebook\u2019s key features<\/a>\u00a0amplified toxic content on the platform.<\/span><br \/>Facebook <a class=\"css-1g7m0tk\" href=\"https:\/\/about.fb.com\/news\/2021\/09\/what-the-wall-street-journal-got-wrong\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">has said<\/a>, correctly, that it strives to continually improve its apps and that doing so is a tricky exercise in trade-offs. Mark Zuckerberg on Tuesday <a class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2021\/10\/05\/technology\/facebook-whistle-blower-hearing.html\" title=\"\">rejected<\/a> the (oversimplified) notion that his company chooses profits over people\u2019s lives and well-being, and that the company ignores ideas for improvement.<br \/>Maybe none of the ideas tossed around to fix Facebook will be better than the status quo.
