The letter urges the company to release the Human Rights Impact Assessment (HRIA), which Facebook commissioned in 2020. The HRIA works to \u201cevaluate [Facebook\u2019s] role in spreading hate speech and incitement to violence on its services in India.\u201d<br \/>The Facebook whistleblowers and organizations explain that Facebook commissioned Foley Hoag, a law firm, to conduct the HRIA in 2020, but the findings have yet to be released. The letter cites a recent<a href=\"https:\/\/www.wsj.com\/articles\/facebook-is-stifling-independent-report-on-its-impact-in-india-human-rights-groups-say-11636725601\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\"> article<\/a> in <i>The Wall Street Journal<\/i> that reports Facebook is actually stifling the publication of the report.<br \/>The signatories of the letter highlight aspects of Haugen\u2019s disclosures, which claim that \u201cthere is an epidemic of hate speech and disinformation on Facebook\u2019s platforms in India, particularly targeting Muslims and other minority groups.\u201d The letter states that while a lot of this type of content \u201cviolates community standards,\u201d it has yet to be removed from the site, \u201cpartly because Facebook has not allocated nearly enough resources to tackling the problem.\u201d The letter also mentions <i>Wall Street Journal <\/i>reporting of \u201ctroubling reports of a pattern of favoritism by FB India toward the ruling BJP party in India, as well as ties between a former FB India staff and the party.\u201d<br \/>Haugen, Zhang, Boland, and the group of organizations argue that \u201cit is vitally important that an HRIA probing Facebook\u2019s human rights impacts in India be thorough, extensive, and entirely independent. Any indication or perception that this is not the case is deeply concerning.\u201d<br \/>The letter also mentions the alleged stifling of the report: \u201cWe understand that Facebook has narrowed the draft report\u2019s scope and demanded more data and made technical objections.\u201d The letter explains that this action \u201chas created the impression that the HRIA is not independent or that Facebook does not wish for certain information to be included.\u201d<br \/>\u201cAs human rights and digital rights organizations, we are troubled by reporting that the Human Rights team at Facebook may be involved in shaping the HRIA in any way,\u201d the letter states. \u201cThe current perception is that Facebook is not committed to respecting rights in this case.\u201d The groups urge that Facebook release the HRIA to the public, \u201cin line with the company\u2019s responsibility to respect human rights.\u201d<br \/>\u201cWe urge the company to release a public, unredacted, and complete India Human Rights Impact Assessment without delay,\u201d the letter concludes.<br \/>An accompanying<a href=\"https:\/\/rfob.medium.com\/civil-society-advocates-whistleblowers-to-facebook-release-the-india-human-rights-report-14491764d16e\" target=\"_blank\" rel=\"noopener external noreferrer\" data-wpel-link=\"external\"> Medium article<\/a> posted by the Real Facebook Oversight Board, a group<a href=\"https:\/\/techcrunch.com\/2020\/09\/30\/the-real-facebook-oversight-board-launches-to-counter-facebooks-oversight-board\/\" target=\"_blank\" rel=\"noopener external noreferrer\" data-wpel-link=\"external\"> formed in 2020<\/a> to critique Facebook\u2019s Oversight Board and one of the signers of the letter, reports that Facebook has \u201cresponded to the inquiry, but notably did not promise to ever release the full HRIA.\u201d<br \/>On the same day as the letter\u2019s release, Haugen tweeted: \u201c<br \/>Facebook <a href=\"https:\/\/twitter.com\/Meta?ref_src=twsrc%5Etfw\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">@Meta<\/a> has demonstrated that it cannot safely operate in the dark.
